On October 8, 2023, the Office of the National Service Training Program under the guidance of its Director, Dr. Melchora V. Abonal spearheaded the ROTC Turnover of Command and the Cadet Officer Leadership Development Opening Ceremony held at the Central Bicol University of Agriculture’s Athletic Grounds.
The ROTC Turnover of Command ceremony and the launch of the Cadet Officer Leadership Development program hold great importance in the realm of military leadership and training. These occasions mark the transition of leadership roles within the ROTC program and the commencement of an intensive training period for future military officers.
Despite the adverse weather, the cadets proudly stood in their designated formations. The program began with an invocation led by C/Cpt Joyce Bantayan 2CL. Ms. Christine Allen Riza N. Boncodin, the NSTP Coordinator, delivered the welcome address, emphasizing that the event is not merely a change in leadership but a celebration of the enduring spirit of mentorship and the pursuit of excellence that defines ROTC program.
Following this, the Outgoing Regimental Commander C/Col Marvin B. Occiano 1CL oversaw the Turnover of Responsibilities and Trooping the Line. After the Flag Retreat and Pass in Review, University Commandant Ferozaldo Paul Regencia COL INF GSC(RES) PA, accompanied by C/Col Marvin B. Occiano 1CL, conducted the Turnover of Unit and Command Symbol to the new regimental commander C/MAJ Angelo N. Ibarreta 2CL. This was followed by an Awarding ceremony led by Campus Administrator Allan B. Del Rosario, Ph.D., with the NSTP Coordinator and University Commandant in attendance.
C/Col Marvin B. Occiano 1CL then presided over the Relinquishment of Command and delivered a message, which was followed by the Assumption of Command by the new regimental commander C/MAJ Angelo N. Ibarreta 2CL, who expressed his commitment to his new role.
The keynote message was delivered by the Campus Administrator, Dr. Allan B. Del Rosario, who inspired the cadets to continue their pursuit of excellence in education and all aspects of their lives.
The second part of the event, the Opening Ceremony & Reception Rites of COLD, began with a brief message from the University Commandant Ferozaldo Paul Regencia COL INF GSC(RES) PA, followed by COLD activities. The event concluded with the dismissal of the cadets.
The ROTC Turnover of Command and the COLD Opening Ceremony are both highly significant events within the ROTC program and the broader context of military leadership development.
