History

The library was housed at the administration building from 1969 until 1983. Mrs. Demetria Balanay was the Junior Librarian from 1962-1977 and School Librarian from 1978 until her retirement.

On February 23, 1983, a new library building was completed with a project cost of One Million Seven Hundred Fifty Thousand Pesos (Php 1,750,000.00). It is funded by the USAID through the CSSAC-AEOP Project under the administration of President Alvaro R. Rabina, the First President of the Camarines Sur State Agricultural College (CSSAC). The library has a total area of 528 square meters which is strategically located at the heart of the main campus.

After the retirement of Mrs. Balanay, she was followed by Mrs. Adoracion Villareal wherein she continued to build the collection of the library in support of the various curricular offerings of the college. After the retirement of Mrs. Villareal, Mrs. Estelita E. Marquez succeeded in the management of the CBSUA Main Library. During the time of Mrs. Marquez, she manages the process of accreditation in the library for the various curricular programs of the college for the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP).

On October 12, 2009, the former state college named Camarines Sur State Agricultural College (CSSAC) has gained its university hood through the power of RA 9717 under its new name, Central Bicol State University of Agriculture (CBSUA).

During the transition to University status, the University Library has faced the challenge to contribute its share to sustain the university hood of the CBSUA. The University Library continuously strives to enhance its acquisition activities of printed resources in support of the various curricular offerings of the University, such printed resources are books, journals,
magazines, newspapers, pamphlets, leaflets, and the like. Also, the University Library acquires various audio-visual materials as additional reference materials of the clientele, which include: DVD tapes, maps,
globe, charts, posters, and the like.

On June 1, 2012, Dr. Rolando P. Oloteo was promoted to College Librarian III and designated as the Head of the University Library. His leadership was supported by the staff composed of licensed librarians, bookbinder, administrative aides, and student assistants.

In responding to the demands of times concerning library resources, the University Library is investing in e-resources, such as e-books, e-
journals, and other electronic references both subscribed and open source. Furthermore, the University Library is equipped with ICT infrastructure and equipment to sustain the utilization of the various e-resources and digitized resources.

In the quest for the efficiency of library service to clientele, the University Library employs an automation system for convenient uses of transactions in the library.

The Calabanga National School of Arts and Trades (CNSAT) Library was established in 1980. It was first located at the U-type building and was managed by the late Atty. Pelagio Señar as Librarian. In 1987, he was succeeded by Mrs. Salve Formalejo until her retirement. During those periods, the Library had been repositioned several times to different areas before it was relocated to the second floor of the Education Building.  

On October 12, 2009, the former State College named Camarines Sur State Agriculture College gained its university status through the power of R.A. 9717 under its new name, Central Bicol State University of Agriculture (CBSUA).

 After the retirement of Mrs. Formalejo, she was followed by Mr. Mark Anthony E. Eva. During the time of Mr. Eva, he managed the process of accreditation in the Library for the various curricular programs of the College for the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP).

On March 2, 2019, a new library building completed with a project cost of Php 9,083,761.73.  It is funded from the General Appropriations Act of 2015 and 2017 under the leadership of the Campus Administrator Helen L. Madela and the administration of University President Alberto N. Naperi.   The library has a total area of 921 square meters which is strategically located adjacent to the Education Building.  

Currently, it is being managed by the incumbent College Librarian, Mr. Lowell P. Francisco. His leadership is supported by the staff composed of licensed librarians, administrative aides and student assistants. 

        The presence of ICT materials like computers with internet connectivity are being utilized by the library clienteles for research. Research work is a careful study that is done to find and report new knowledge about something. Research is made easy with internet access in the library. Likewise, subscribed and open source research databases can also be accessed in the library premise.

The University Library employs tools for accessing the various library resources. Among these library resources are electronic ready reference materials and computerized catalog of which usage of clientele are being managed by the incumbent College Librarian with library support staff and student assistants.

The University Library itself is big enough to accommodate voluminous books, other reading materials, library staff and clienteles. It has proper lighting requirements in the book shelves situated in between cabinets to maximize the illuminating capacity of the light. It has proper ventilation which is an important thing to consider in planning for good materials layout. It is not only considered for health reasons but also for the protection of books and other library holdings. Humid conditions have bad effects on books and reading materials. Book papers absorb moisture to some extent and this could affect the quality of the book papers. Aesthetic consideration should be an important factor in a library. Light and color combinations will enhance its conduciveness to learning for library clienteles.

The Sipocot   National School of Arts and Trades (CNSAT) Library was established in 1979. It was first located at the Related Subject Department building   with Ms. Nelia E. Buenagua  as Secondary School Teacher Librarian from June 1979 until January 1983  Library collection includes  basic general reference materials such as dictionaries, encyclopedias, and textbooks to support the curricular  offerings of Secondary Vocational School for boys and girls and Two-Year  Post-Secondary Trade Curriculum with specializations in Garments and Textile, Automotive, Food Trades and Electrical Technology.She was succeeded by Mrs.  Paz J. Petallo, and held permanent   appointment as School Librarian 1 from September 3, 1985 until December 31, 1993. 

On  April 1984 , the libary  was transferred adjacent to the newly constructed Administration Building. SNSAT was converted to Bicol Institute of Science and Technology (BIST) on March 24,1992 by virtue of RA 7292  and given authority to offer Four Year Degree Program courses. With this development, expansion of the library was done  in 1996 having  a total floor area of 237.25 sq.m. New plantilla position for Librarian 1 was requested to the DBM and was filled up on March 1997.  Mrs.  Paz j. Petallo retired from the government service on August  1999 as School Librarian III. Currently, the campus library   is being managed by the incumbent College Librarian, Mrs. Dolores C. Perez . Her leadership is supported by the staff composed of one (1) licensed librarian, two (2) administrative aides and student assistants. 

Pursuant to CHED Memorandum No. 27, series of 2000 (Implementing Guidelines to the Integration of CHED Suervised Institutions to State College and Universities Phase IT), in consonant with R.A. 8760 or the General Appropriation Act of 2000, the institution has been integrated to Camarines Sur State Agricultural College (CSSAC). Later on, it gained university status by virtue of R.A. 9717 under its new name, Central Bicol State University of Agriculture (CBSUA). With this new academic challenges ,the  library continually acquired related printed materials, audio-visual resources and electronic equipment to support the various curricular offerings of the campus. The University Library employs tools for accessing the various library resources. Among these library resources are electronic ready reference materials and computerized catalog of which usage of clientele are being managed by the incumbent College Librarian with library support staff and student assistants.

On October 23, 2015, a new  library building (Phase 1) was completed with a project cost of Php 5,227.845.46. It was financed thru Fund 101 (General Fund of A/Y 2014) from December 2013 until March 2014 and labeled as Campus Library. The CBSUA- Sipocot  Campus Library has a total floor area of 376.881 sq.m. which is located at the upper portion of the campus near Criminology, Information Technology and Industrial Technology buildings that hones  and nurtures the  young blood of Sipocot community. It was realized through the leadership of Engr.Edgardo B. Uvas, former Campus Administrator  and  Prof. Rico D. Almonte .The univesity  continously support and strive to enhance the library facility  and approved  the construction of  the Campus Library Phase II for implementation project in  Year 2022 with a project  amount of eight million pesos in response  to the demands of times concerning  library facilities and resources.

The library of CBSUA Pasacao Campus has undergone numerous occurrences before it has finally reached this far. It was in 2002 when its first route was initiated by the campus. It was in situated along the school lobby of the Andaya market in the Poblacion of Pasacao. It has one (1) table for library in-charge and few numbers of books. 

In 2003, there was a construction of the mini-library which initially catered primary services to the students. Thus, there was additional purchase of books. Consequently, the acting Library in-Charge was Ms. Celeste R. Galang assisted by Mr. Alex Despi. Hence, in 2005, it was handled by Mr. Frank P. de Mesa and Mrs. Nenita O. Sapian, both casual employees. 

Fortunately, in 2007, the school library was transferred when the campus found its new site in Sta. Rosa del Norte, Pasacao, Camarines Sur. Hence, the library was put inside the Administration building where other school services were rendered and entertained due to lack of available workplace or area. Similarly, it was run by Mr. Frank P. de Mesa and Mrs. Nenita O. Sapian. Consequently after them, it was in 2008 when the library was managed by Mrs. Maria Victoria T. Regnim, Administrative Aide I. 

Providentially, it was in 2009 when the library acquired its own place for operation. Thus, it was headed by Mr. Gary B. Consuelo, a job order worker who had retired in the same year. It was Mrs. Maria Luningning B. de Alday, another job worker, who continue the management of the library. Yet, when the first semester of A/Y 2010-2011 commenced, she was planted to the teaching workforce and the running and supervision was given back to Mrs. Maria Victoria T. Regnim, Administrative Aide I. 

In year 2014 the CBSUA library handled by a licensed librarian Mr. Eric Borjal, he managed the library for one year together with Ms. Jerosyl E. Panes as Administrative Aide I. It was turned-over to Ms. Rea Mariz N. Balote, the library in-charge during May 2015-April 2017; it was through her when the library purchased more reference books, journals, magazines and other library materials for ISO visit and Accreditation purposes and in the same year the CBSUA Pasacao Campus passed the Level I Accreditation. In June 2017, the library was managed and supervised by Ms. Myrtle Mae S. Sape a licensed librarian until March 2019. 

In May 1, 2019 when Ms. Rita D. Alarcon a licensed librarian and a graduate of Master of Library and Information Science (MLIS) was hired as librarian with a contract of service status until February 29, 2021; after which she was absorbed as Instructor I with permanent status and was designated as Librarian/Coordinator with the help of Ms. Mary Grace Cedan-Pado a Licensed Professional Teacher as library staff.

In response to technological exigency, the library commits to provide its user with electronic resources through acquisition and resource sharing from University library that provide various electronic materials such as e-books, e-journals, and other electronic-references both subscribed and open source. More library resources and furniture has been acquired to enhance the library ambiance. It is in 2019 when the library invested and acquired its first Library System that advances its library operation.
