SDG 3: Good Health and Well-Being

In recent years, significant health improvements have been made, with 146 of 200 countries on track to achieve the SDG target for under-5 mortality and a 52% reduction in AIDS-related deaths globally since 2010. Additionally, 47 countries have eliminated at least one neglected tropical disease.

However, challenges remain. Inequities in healthcare access persist, and the COVID-19 pandemic has hindered progress toward achieving SDG Goal 3. Childhood vaccination rates have seen the steepest decline in 30 years, while tuberculosis and malaria deaths have risen since pre-pandemic times.

The Sustainable Development Goals (SDGs) aim to end the epidemics of AIDS, tuberculosis, malaria, and other infectious diseases by 2030, striving for universal health coverage and equitable access to affordable medicines and vaccines. Achieving these goals requires substantial investment in health systems to address disparities, strengthen resilience, and ensure essential healthcare for all. Addressing environmental and commercial determinants of health is essential to create a fairer, healthier future and meet the SDG targets.

Policies and Guidelines

CBSUA implemented a “smoke-free” policy in 2021, which remains active as of 2023. Crafted by the Resilience Center and approved by the Board of Regents, this policy is titled “Environmental Policies and Guidelines.” Section 4.0 of the policy mandates a strict smoking ban across all university premises, in alignment with Civil Service Memorandum No. 17, Series of 2019, also known as the “100% Smoke-Free Environment Policy.” Additionally, stores within the university are prohibited from selling cigarettes, reinforcing CBSUA’s commitment to a healthy, smoke-free campus environment.

This University Health, Wellness and Safety Policy (UHWSP) for Faculty and Non-Teaching Staff was approved by the Board of Regents during its Fiscal Year (F/Y) 2021 4th Quarter Regular Meeting through Board Resolution No. 8, series of 2022.
A quarterly monitoring report is to be submitted by the implementing offices/unit and/or division to Safety and Health Committee and be endorsed to the University President on the implementation of the UHWSP and such report shall be included in the annual accomplishment report of the University.
University Mental Health Program, as one of the components of the University Health, Wellness and Safety Policy, commits itself to promoting the well-being of human resources by ensuring that: mental health is valued, promoted and protected; mental health conditions are treated and prevented; timely, affordable, high quality and culturally-appropriate health care for these conditions are made available to its employees; such health services are free from coercion and accountable to the service users; and employees affected by mental health conditions are able to exercise the full range of human rights, and work and participate fully at work, free from stigmatization and discrimination.
