Human Resource Management Office
The University Human Resource Management Office is headed by the Human Resource Management Officer who performs the following duties and responsibilities:
- Supervise and coordinate all human resource activities in all campuses of the University particularly in the following areas:
- recruitment, selection and placement, promotion and reclassification, performance management, retention, rewards and recognition;
- HR records management and other HR programs;
- career development and training; and
- ensure efficient administration of HR policies and efficient processing of HR document and transactions;
- Promote harmonious relationship with the Civil Service Commission (CSC) for the smooth operation and processing of appointments, monthly reports and other documents requested by CSC for submission and compliance;
- Ensure HR policies and programs are responsive to employees’ needs;
- Participate in defining reform agenda and strategies.
- Develop HR plans and programs to support the University’s strategies and facilitate alignment of stakeholders with the University’s agenda and strategies;
- Oversee the implementation of the duly established SPMS and the Merit System for faculty and non-teaching personnel in collaboration with HRM offices in other campuses, Vice Presidents, Campus Administrators, Deans, Directors, and other officers of the University;
- Implement proper disciplinary actions and termination procedures;
- Prepare and submit periodic and semestral accomplishment report which includes updated personnel profile, budget needs, problems encountered and actions to be taken;
- Recommend program of recognition of personnel accomplishments and contribution to organizational development;
- Promote harmonious relationship with Human Resource Management Officer/Coordinator in other campuses; and
- Perform other duties and functions as delegated by the University President.
