SDG 1: No Poverty
The goal to eradicate extreme poverty by 2030 is a core aim of the 2030 Agenda for Sustainable Development. Extreme poverty, defined as living on less than $2.15 per day (adjusted to 2017 purchasing power), had been steadily decreasing for years.
However, the COVID-19 pandemic reversed these gains, pushing nearly 90 million people into extreme poverty and revealing the challenges still faced in poverty reduction. By 2022, it was estimated that 8.4% of the world’s population, or about 670 million people, remained in extreme poverty, effectively negating three years of progress.
Without significant intervention, projections suggest that roughly 7% of the global population, primarily in sub-Saharan Africa, will still be in extreme poverty by 2030.

Policies and Guidelines
This plan seeks to redefine the university’s vision, mission, and goals to meet the challenges and opportunities of the Fourth Industrial Revolution and Education 4.0, while also addressing global and regional development priorities, including poverty alleviation. By focusing on education as a powerful tool for empowerment, CBSUA aims to equip its students and the local community with the skills needed to break the cycle of poverty.
Through initiatives that promote economic development, social equity, and inclusive access to education, the university aspires to inspire its community to demonstrate a commitment to leadership, passion, and excellence. Under the theme “CBSUA for the Bicolanos,” this Development Plan outlines essential actions for fostering a glocal CBSUA from 2020 to 2024, ultimately contributing to the eradication of poverty in the region.
The Student Assistantship and Incentives Program (SAIP) offers students valuable hands-on learning experiences that enhance their skills and knowledge in real-world settings. This program promotes the holistic development of students by allowing them to cultivate their talents in arts, sports, and publishing. Students’ participation in SAIP provvide opportunity to address their financial needs while gaining practical work experience in university offices and on various projects.
As office assistants, students benefit from continuous mentoring and guidance from seasoned staff, providing them with insight into the dynamics of a professional environment. They will engage in administrative and clerical tasks, gaining a deeper understanding of workplace operations. Additionally, the Incentives Program encourages students to participate in extracurricular activities, including arts and culture, sports, and student publications, motivating them to take part in competitions and events both on and off campus.
Aligned with Sustainable Development Goal 1- No Poverty, this program aims to promote equity and access by providing financial support to students through employment opportunities. By equipping them with essential technical skills such as problem-solving and decision-making, SAIP enhances their employability, helping to break the cycle of poverty and fostering a more sustainable future for all students.
