SDG 8: Decent Work and Economic Growth

Goal 8 seeks to foster inclusive and sustainable economic growth, employment, and decent work for all. However, multiple crises are straining the global economy, with real GDP per capita growth projected to slow in 2023, leading more workers to seek informal employment.

While global labor productivity has increased and unemployment rates have fallen, more efforts are needed to create jobs, especially for youth, reduce informal employment, tackle labor market inequalities (including the gender pay gap), ensure safe working conditions, and improve access to financial services to support inclusive growth.

In 2022, the global unemployment rate dropped to 5.4%, lower than the pre-pandemic level of 5.5% in 2019, as economies began to recover from COVID-19’s impact. However, sustained progress in employment and decent work remains critical for long-term economic resilience.

Policies and Guidelines

The university is committed to promoting health, wellness, and safety, including mental health, in all human resource policies and programs, ensuring employee awareness and sensitivity to these issues. To adapt to evolving workplace needs, new technologies, and potential disruptions such as diseases and disasters, CBSUA has adopted flexible work arrangements in line with Civil Service Commission (CSC) Memorandum Circular No. 06, s. 2022, and CSC Resolution No. 2200209. This policy, supported by CBSUA Administrative Council Resolution No. 41 (2022), provides guidelines for implementing flexible work arrangements within the university.

The Collective Negotiation Agreement referred to as CNA or Agreement, the 1987 Constitution of the Republic of the Philippines and Executive Order No. 180 dated June 1, 1987, recognize and guarantee, among others, the right of government employees to self- organization and collective negotiations.CBSUA, cognizant of the provision of the 1987 Philippine Constitution and Executive Order No. 180 series of 1987, adheresto its implementation, thus recognizes and supports the right of faculty members to self- organization and collective negotiation. (RESOLUTION NO. 56, SERIES OF 2022 APPROVING THE RENEWAL OF COLLECTIVE NEGOTIATIONS AGREEMENT (CNA) BETWEEN THE CENTRAL BICOL STATE UNIVERSITY OF AGRICULTURE (CBSUA) AND THE CBSUA FACULTY UNION-FEDERATION).

The Strategic Performance Management System (SPMS) Manual of Central Bicol State University of Agriculture was approved in by Board of Regents in 2016, revisions were made, and Civil service Commission approved in 2023. The use of SPMS is based on the mandate of CSC, as stipulated in the Constitution, which is to adopt measures to promote efficiency in the civil service (Section 3, Art. IX-B, Phil. Const.). The implementation of the SPMS is pursuant to CSC Memorandum Circular No. 06, s. 2012 and CSC Resolution No. 1200481, promulgated on March 16, 2012.
This policy adheres to the commitment of the university to the maximum utilization of its employees’ abilities and to the availability of equal and equitable opportunities to foster the improvement and efficiency of all employees as well as the effectiveness of the organization (CSC OM No. 49, s. 2019, CSC Resolution No. 1901506 dated 12/09/2019).
Through the use of Strategic Performance Management System (SPMS) CBSUA qualifies school services to its clientele by empowering its human resources aspect with the appropriate tools in measuring their performance and analyzing their needs for development. Therefore, the Strategic Performance Management System (SPMS) is a form of commitment of the university in improving the performance of all CBSUA units through its members. The use of SPMS is based on the mandate of CSC, as stipulated in the Constitution, which is to adopt measures to promote efficiency in the civil service (Section 3, Art. IX-B Phil. Const.). The implementation of the SPMS is pursuant to CSC Memorandum Circular No. 06, s. 2012 and CSC Resolution No. 1200481, promulgated on March 16, 2012. (RESOLUTION NO. 57, SERIES OF 2016 APPROVING THE STRATEGIC PERFORMANCE MANAGEMENT SYSTEM (SPMS) MANUAL FOR CENTRAL BICOL STATE UNIVERSITY OF AGRICULTURE (CBSUA).

The Policy on Equal Employment Opportunities was approved in March 2023. It aims to remove all barriers and discrimination in all human resource actions and employment decision and sustain an efficient and productive workforce where everyone is treated with utmost respect and dignity.
The policy is University-wide and applies to all positions, teaching and non-teaching, and in all employment categories The policy encompasses the Recruitm ent, Selection and Placem ent, Publication of Vacancies, Assessment and Examination, Learning and Development, Rewards and Recognition.
