Marking the beginning of a meaningful collaboration, the Central Bicol State University of Agriculture (CBSUA) and Manuel S. Enverga University Foundation (MSEUF) officially signed a Memorandum of Understanding (MOU) during an institutional benchmarking visit held on April 8, 2025, at the CBSUA Boardroom, Administrative Building, in Pili, Camarines Sur.
MSEUF, one of the country’s pioneering autonomous higher education institutions, aims to learn from CBSUA’s successful strategies in achieving international recognition through rankings such as QS, Times Higher Education (THE), World University Rankings for Innovation (WURI), and UI GreenMetric. Through this partnership, MSEUF aspires to adopt best practices that align with its vision of academic excellence and global competitiveness.
The MOU was formally signed by CBSUA President Dr. Alberto N. Naperi and MSEUF Vice President for External Relations Mr. Celso D. Jaballa, in the presence of key officials from both universities.
“This partnership supports our shared pursuit of internationalization—expanding our reach, strengthening global linkages, and preparing our graduates to thrive in a rapidly evolving world,” said VP Jaballa during the ceremony.
Dr. Naperi echoed this commitment, emphasizing CBSUA’s dedication to academic excellence, impactful research, and meaningful global engagement through strategic partnerships with like-minded institutions.
Both universities expressed optimism for the collaboration, viewing it as a vital step toward innovation, enhanced academic programs, and increased influence in the global higher education landscape.
