CBSUA HOSTS PARSU BENCHMARKING ON CSC PRIME-HRM

The Central Bicol State University of Agriculture (CBSUA) hosted a significant benchmarking activity for Partido State University (ParSU) on May 26, 2025 at the university boardroom. The event was a crucial step in ParSU’s efforts to elevate its human resource management systems and processes, specifically in preparation for its application to the Civil Service Commission’s (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

The activity centered on the discussions of CBSUA’s effective strategies for compliance with the four PRIME-HRM pillars: Recruitment, Selection and Placement; Learning and Development; Performance Management; and Rewards and Recognition.

Key officials from both institutions attended the event, including ParSU President Dr. Arnel B. Zarcedo, who expressed strong support for his university’s HR advancement efforts. Representing CBSUA were Vice President for Administration and Finance, Atty. Dominador F. Faurillo; former HRMD Officer, Mr. Luigi Lorenzo N. Razal; current HRMO, Ms. Anamarie A. Del Carmen; and leaders for each PRIME-HRM pillar: Dr. Raquel M. Reapor, Mr. Rolando P. Oloteo, and Atty. Deonalaine Ivy P. Figura. They shared valuable experiences and insights on achieving PRIME-HRM compliance.

A significant part of the activity was the breakout session, which fostered focused discussions between ParSU representatives and their CBSUA counterparts. These exchanges provided a deeper understanding of the documentation, processes, and practical approaches essential for PRIME-HRM certification.

CBSUA officials reaffirmed their support for ParSU’s endeavors, showcasing a spirit of academic solidarity and collaboration. This benchmarking activity highlighted the importance of inter-institutional cooperation in promoting excellence and efficiency in human resource management across the higher education sector.
