The Research and Innovation (RI) Cluster of the Central Bicol State University of Agriculture (CBSUA) successfully spearheaded the 2nd Quarter Meeting of the University Council for Research and Innovation (UCRI) on May 13, 2025, at the university auditorium. Presided over by the Vice President for Research and Innovation, Dr. Ramona Isabel S. Ramirez, the meeting aimed to inform center directors, deans, campus administrators, and campus RI coordinators about the university’s policies and strategic directions for its research and innovation plans and programs.
Prof. Julieta M. Casaul, Director of the Complementary Food Processing Facility (CFPF) and an expert in technology commercialization, presented the university’s Spin-Off Policy on behalf of Dr. Jayson M. Daňas, Director of the Technology Commercialization and Promotion Division (TCPD). CBSUA adopted this policy in accordance with Republic Act No. 10055, the “Philippine Technology Transfer Act of the Philippines,” and its amended Implementing Rules and Regulations (IRR). This move supports the Department of Science and Technology’s mandate to provide central direction, leadership, and coordination for scientific and technological endeavors to maximize economic and social benefits.
Dr. Vladimir R. Foronda, Director of the Extension Services Division (ESD) and the Digital Agriculture and Innovation Center (DAIC), provided updates on the implementation of five extension programs focused on community development. These initiatives include: (1) SIRIP: Strengthening Indigenous Resources, Initiatives, and Potentials, proposed by Dr. Jesusa B. Taumatorgo, Director of the CBSUA’s Regional Center for Indigenous Peoples (RCIP) and faculty member of the CAS-GED department; (2) TAWO: Training Assistance to Women Farmers: Kabuhayan and other components for the municipality of San Jose, Camarines Sur, planned by Prof. Lourdes L. Nieva, faculty member of the CAS-GED department; (3) PROBE: Practical Research Opportunities for Biology Educators, initiated by Prof. Shela V. Ruiz, Director of the Knowledge Management Center (KMC) and faculty member of the CAS-Biology Program; (4) Guided Education Through the Now Normal Extension in Science Education (GENES), organized by Dr. Kennedy A. Beltran, Dr. Melinda Parro-Pan, and Prof. Mary Grace B. Polvoriza, faculty members of the College of Development Education; and (5) TARA MAGTURUANGAN KITA: Inisyatibo ng College of Development Education at DepEd – Camarines Sur sa Pagtugon sa Kalidad ng Edukasyon, conceptualized by Prof. Raquel M. Reapor, faculty member of the College of Development Education. Dr. Foronda also shared an update on the Memorandum of Agreement between CBSUA and the Local Government Unit of Calabanga.
Furthermore, Dr. Ilene B. Mirabeles, Director of the Animal Hospital and Vaccine Center, thoroughly explained the Veterinary Vaccine and Molecular BioLabs (VVMB) Quality Management System (QMS) Manual, highlighting its contents and the center’s work procedures. Dr. Marie Rachelle Jane C. Mangading, Dean of the College of Veterinary Medicine and Head of the Animal Care and Use Committee (ACUC), presented the policies and requirements for ethical considerations in undergraduate and postgraduate research involving their unit.
Finally, Engr. Monica A. Filio, Director of the university’s Intellectual Property Management Office (IPMO), delivered a comprehensive discussion on the revised Intellectual Property (IP) Policy. Engr. Filio emphasized the significance of intellectual property protection in safeguarding the rights of creators and inventors, thereby incentivizing innovation and creativity.
